    OE is a 64-bit app.

  3. 64-bit. There's actually also what _looks_ like a 32-bit version, but it
actually just launches the 64bit version.

  5. you can actually check this for yourself for any application you launch on
64-bit Windows => open task-manager and check the task the application
launched by your application. If it has an asterisk (*) next to the
    process/image name, it's running in a WOW64 instance, meaning it's a 32-bit
app. If not, it's native 64-bit code.

Except, as Charlie pointed out, OE shows both, but only 64 is available to
    use.
