In FF title is shortened to one line. In IE I can see meny lines of
    title. Just try to display:
<span title="very very very very very very very very veru very very very
very very very very long title">Title</span>

How to configure it under FF?

In my Firefox 1.0.6 a very long title in an HTML file will fill the
title bar of the Firefox window and, if long enough, run off the right
edge ending with ellipses "..." If a browser tab is displayed it will
truncate the line similarly to the width of the tab. Likewise, IE does
exactly the same thing on the title bar of the IE window.

What exactly are you trying to achieve? How does IE differ exactly from
Firefox? Where precisely are you seeing a difference?

Sorry, but you misunderstood me. TITLE not of the window but title
    inside HTML code.

The page to get to _is_ http://trex.andersenbc.pl/TrendyHR/Ankieta.htm.

The "title" attribute the OP speaks of is on a <span> tag on this page.
The <span> is styled to look similar to a link (although it is not one).

You don't _follow_ that what-looks-like-a-link with the "title" attribute,
you hover the mouse over it.

    1. Go to http://trex.andersenbc.pl/TrendyHR/Ankieta.htm

    2. Scroll down to find the table sub-heading (orange row) titled “Organizacja HRâ€.

    3. The second table-row below this has a link “Strategicznej Karty Wyników HRâ€.

    4. Hover your mouse over that link, to see the title tooltip.

Firefox shows a single-line tooltip like this

    |        Narzędzie pomiaru efektów realizacji strategicznych celów organizacji przez dział HR,...

IE6 shows a multi-line tooltip similar to this.
So does K-Meleon (based on the Mozilla Gecko engine).

W rezultacie
    | powstaje zbiorcze zestawienie mierników tego sukcesu,
    | które wspiera bieżące monitorowanie dokonań organizacji
    | dla osiągnięcia przyjętej przez nią strategii.

This is the HTML code, showing the title attribute.

<span class="hint" title="Narzędzie pomiaru efektów realizacji strategicznych celów organizacji przez dział HR, polegające na przełożeniu wizji dotyczącej rozwoju organizacji na mierniki sukcesu obejmujące perspektywę Finansową, Klientów, Wewnętrznych procesów oraz Rozwoju. According to this extension, this is one of the things that this extension does.

    | As an additional feature, this includes "multi-row tooltip".
    | If the text is too long, it will be shown in multiline automatically.

    http://piro.sakura.ne.jp/xul/_popupalt.html.en
    http://extensionroom.mozdev.org/more-info/popupalt

I don't use this extension myself. I use the K-Meleon browser which
does do multi-line title tooltips, and which is based on the Gecko
rendering engine just like Firefox is.

How about using something like this instead:
    <http://meyerweb.com/eric/css/edge/popups/demo.html>
that way it is up to the rendering engine and not at a browser's discretion.

Thanks, Ralph, for pointing out what I needed to look for.

Confirming that Mozilla Suite 1.7.11 and Firefox 1.0.6 both show only a
truncated single-line "tip." IE 6 and Opera 7.54u2 both show the full tip.

    See the following bugs:

    https://bugzilla.mozilla.org/show_bug.cgi?id=45375
    https://bugzilla.mozilla.org/show_bug.cgi?id=275480

    And this test case:

    https://bugzilla.mozilla.org/attachment.cgi?id=90744

And this extension to "fix" your browser:

    http://piro.sakura.ne.jp/xul/_popupalt.html.en

And then there is this test case which begins with "START HERE" and ends
with "ALL DONE!" If you can see those phrases in all caps you are seeing
the entire tip. Just hover over the text "TEST THIS TIP". In this
admittedly outrageous example Opera seems to perform best but I can see
the argument that (in this type of case) that the truncation approach
    has some validity.

    http://edmullen.net/temp/tip.html

This next test is just enough text to fill Opera's display box (which is
a fixed width but fills the height of the screen) on my screen.

    http://edmullen.net/temp/tip2.html

Try that in FF and Moz Suite, they truncate as expected. Then try
Opera, which displays the entire text in a readable form. Then try IE6.
IE goes totally bonkers, displaying a narrow vertical window that goes
off-screen at the bottom and flashes on and off about twice a second.
    FYI, I'm viewing on a 17" LCD at 1280x1024.

Doesn't look like this is getting "fixed" anytime soon. Or that there
is any agreement that it's even "broken."

Excellent find! That is very cool. And it looks identical in FF, Moz,
