OK....new machine...press switch, cpu fan sputters up, maybe a quarter
of a second, then stops, machine does nothing, but motherboard led is
    green.

    If press switch again, nothing.

If disconnect power, then press switch, cpu fan business again.

any ideas? Have already disconnected everything, to no avail. Have
removed and replaced cpu fan, no difference.

Return it and get one that works.

Try this... http://modtown.co.uk/mt/article2.php?id=psumod , testing PSU
    alone, if you're feeling brave...
