New Network Detected?!

    Every time I start my computer (Win XP) a Norton window opens stating
    New Network Detected. The ISP is mine, but I'm not sure what to do.
    Should I choose HOME? Could this be a hacker. I don't know much
    about this. I have Norton Internet Security installed. Thanks for
