Net Speed/Delay issue

    I am having what I want to call a speed problem but it is more of a
    delay problem. Frequently when I try to go to a website it can take ten
    seconds to load the first page of a website. It is as if it is having a hard
    time finding the site. Once the page starts to load it finishes almost
    instantly and I can generally click navigate around within a site without
    issue. Even if I do a big download I can get throughput of 100K per sec
    with no problem.
    This happens at all sorts of site that I know are good sites. I had
    Charter cable at the same speed prior to switching to Bellsouth ADSL and I
    know the problem is not where I am surfing or my computer as the problems
    started the day I switched and have been here since.
    Any thought on what to do or how to explain this to tech support so that
    it actually gets fixed?

    Just a guess but maybe your browser(Internet Explorer?)has gotten corrupted.
    Is this Win 98, XP cause the remedy is different in each case.
