Need recommendation for a USB 2.0 Digital Tuner for use in the UK

I need an external tuner to be used on both an XP Pro and MCE PC (not at the
same time!). Both PCs are Pentium 3s 1 GHz. I may also buy a laptop in the
future and would like it to work with this.
I have noticed that some Tuners require a 1.5 GHz CPU which could be a
Pentium 4, I had thought that the Pentium 4 processed fewer instructions per
clockcyle than a Pentium 3 and that a 1.8GHz Pentium 4 was of similar speed
to a 1GHz Pentium 3. Can anyone confirm this and would one of these tuners
    work with my Pentium 3?
I need a box which will perform well with a less than perfect signal as
Terrestrial Television Reception is possible for some, but not all of the
available channels. I need advice as to which tuner produces the sharpest
picture on a large screen and will not use all the PCs rescourses so that I
can use the PC for other tasks at the same time.
I will be grateful for recommendations and also the URLs of any reviews of
    these tuners.
    Thank you.
