Msn Messenger can't exit when using Windows XP

    My Msn Messenger can't exit when using Windows XP.

    It says some program opened and need to close it first like I.E. and Outlook.
    But the thing is I don't have any other programs opened which they mentioned.
    I have closed all the programs in the system tray and on Windows XP.
    Yet I still get this message. Why and how can I make Msn messenger exit?
    With Windows 98 there is no such problem. Why?

    Do you have an anti virus program that monitors instant messaging programs?
    I know NAV 2003 does. This is the program that MSN claims it holding on to
    it. There is an option to turn of monitoring msn in nav.
