If i am using distributing a CD rom with a Mpeg1 file on it, will this play
universally or is it better to try and find a way of converting to mpeg4 and
    use this format?

MPEG 1 will be more widely supported, but MPEG 4 may be better quality.

If already in the mpeg1 format converting to mpeg4 will
    not improve the quality.

If you are encoding a new file the useing mpeg4 would
    result in a better quality.
