Motherboard - Video Card Issue

    Just had a long phone call with my friend. He previously had a few computer
    problems so decided to upgrade his system.

    To cut a long story short, the new hardware he's trying to peice together
    wont work, his computer runs ok, his (new) monitor turns on okay but no
    picture is displayed, not even the blue boot screen. This makes us think its
    his graphics card which is a 128mb geforce 5200 AGP. I dont know the spec of
    his motherboard but he did say it will only run to a max of 1.5 volts for
    the AGP card. Despite googling for the last 20 mins, I can find no reference
    to the power this card needs, ie is he plugging a 3 v card into a 1.5v
    board?
    I understand the above is a little vague but your input would be
    appreciated.
