monitor does not start properly

    I have a hp monitor. it is fairly old (bought in 2003) and sometimes when I
    restart or start my computer, the monitor shows the start up script (I guess
    that is what you would call it) but when it is time to start windows the
    screen is black with horizontal white lines in the center, or white with
    black lines. you can see the mouse but nothing else. I scan my computer
    frequently for viruses so I know that , that is not the problem. what could
    it be? is it that the monitor is just getting too old?

    swap the monitor for a known good one and see if it still occurs
    could be the graphics card that has become unseated or requires an
    update/reinstall
    will be one or the other

    Try lowering your refresh rate & see if that helps
