Minimize, Maximize and Close Buttons are Unresponsive in Vista

Windows Vista Home Premium does not respond to clicks on the Minimize,
Maximize, or Close buttons at the top right of a window. The mouse
works normally for everything else, and a window can be closed using
either keyboard shortcuts or choosing File- Close, but clicking the
button doesn't work. The animation shows the button being depressed,
but it seems to ignore the command. This is very frustrating and
Gateway doesn't seem to want to help me. Anyone have an answer?
