Some time ago a link was posted (I think here) to an MS app that
allowed you to run programs designed for a certain language of windows
on xp by setting a local in the properties dialog for the application..

I cant find it on ms's site or by google now, any pointers?

try "Locale" or "Regional Settings" with "PIF" in the search.
