IP CEF and NBAR

This is truly confusing and I have run out of ideas on this one.

I am running a test network to investigate the effectiveness of NBAR
on streaming media. I have managed to get the router on the network
(2611) to give priority to media streams over http traffic but only in
    a very strange way.

Cisco's documentation states that for the NBAR match-protocol command
to work IP CEF must be enabled, but I have found that with IP CEF
enabled the media streams loose 1500 packets out of 5000, with IP CEF
off there are no lost packets. This seems to mean that the IP CEF is
actually hindering the NBAR features, which is the opposite to what
    Cisco say.

I have updated to the latest IOS (12.3) and the problem still exists.

    Any ideas out there?
