When using internet cafes, what is the current best practice for
uploading image files from a memory card to a website for storage and
    safekeeping?

IOW a simple plug-in and no software installation.

I am thinking of uploading to "X-Drive", but someone may be able to
suggest a better and cheaper option.

Can anyone who has travellled recently advise if cafes routinely cater
for this demand, either through their own card readers or some other
    system?

Given a 3MP camera, are there any particular models that would be more
suited to this type of use than others?
