No router, cable modem, internet connection sharing, two windows xp
computers, everything works on host computer, client is connect and can
browse the internet\web but can't access news server in agent or outlook.
Client protocol: NNTP port: 119 secure (SSL): 0 Code: 800ccc0d/ can't
    find server.

Can this be done without paying for a second IP?

    Please and thanks.

I would be suspicious of the server settings in the client machine. Make
sure the server name, login name and password settings are all correct.
You shouldn't need another IP if web sites are coming up okay.
