how do you go to DOS screen on start-up before windows run, so that you can
format c, assuming you didn't have any start-up discs at all (no CD, no
    floppy, no UFSB drive)?
    is it possible?

hit F8 and select command prompt for win9x

btw: if you have no floppy or cd you will have no way to reload your OS
