How to fix loong voice delay?

    I'm using Asterisk & Xlite v1.x (GSM codec). Usually I call in via dialup
    connection (~30kbps), and sometimes it works dandy. Usually, however, I'm
    experiencing really long delay, around 10secs. Meaning that after I finish
    speaking other person responds in ~10secs. There is very little jitter/lost
    packets and sound quality itself is fine. This happens both when I'm
    overseas and in same continent (I travel a lot).

    I suspect this is due to huge send buffers on ISP side, probably dialup's.
    Is there any way I can work around this? Any suggestions? I use WinXP
