Does the university PD have any connection with the state police? here is
    the example:

I drive to a friend at a university (USA) and my car gets a ticket or two
while on the university. Since I don't go to school there I wouldn't plan to
    pay it/them.

The university parking people have just a plate number. if i didnt pay,
could they give my plate to the police and track me and send me tickets?
does university parking relate to the state any way shape or form? can a
ticket from a university affect the state level of my license or vehicle?

Inquire with your local or state parking enforcement authorities. Here in
Toronto a bylaw was passed recently which actually makes these
privately-issued parking tickets illegal- although one private company is
now challenging the bylaw in court:
    http://www.metronews.ca/news_detail.asp?id=2452 These private companies
use collection agencies to extract payment from people who refuse to pay
after getting personal info (phone # and address) from the Province based
on the license plate of the vehicle. (This practice has since been
    stopped here, I believe.)

The situation in your area may be quite different.

    Good luck,
    Ian.
