Extract Files, But unable to access or delete them.

I've recently noticed that when I extract any compressed files, I cant
    do anything with them.
It will tell me the file is in use, or my access is denied
I am the only account on this computer (Win XP Home), and its not in
    use.
I've even download a file unlocker that tells me if its in use, but it
    shows nothing.
The file wont even delete after I tell it delete on next start up.

WinRar is my primary compression file opener.
I like the simplicity of just right clicking a file and extracting it,
    or compressing it.

Is it something wrong with the program (WinRar), or my computer?

    Thanks!

I uninstalled WinRar and tried another version of it "WinRar Crystal"
But I still get the same results.
