    HI
I have started to use eudora as my mail client and i have set up
message filters, however they dont seam to be implementing the problem
outlined within them whenever the mail comes into the inbox how do i
set the program to apply filters whenever new mail arrives into the
    email inbox.

In some programs, you have a check box to activate each filter
    separately.
There might be a check box to allow filtering for the whole program.
The filtering also might need to be set to have each message filtered
by every filter; some programs default to having only one filter action
    applied per message.

Then there's the logic of them:
make sure they are in the order that your logic demands.
for instance, put your 'address book' filter before the keywords
filters, like 'viagra' -- if a friend writes of using viagra, you want
the first filter to see that first, and mar/sort it into the folder you
    wish.

Here's a tutorial with lots of screenshots for Win Eudora filter rule
    making http://www.eudora.com/techsupport/tutorials/win_filters.html How
    to Use Filters (Windows)

Especially note the first part where you characterize a filter rule as
applying to incoming mail vs manually. A filter functions 'on the way'
to the inbox, ie it is invoked as the message is received.

You might also be advised that Qualcomm has a pretty active Eudora
    webforum.
