Error Message: Outlook Express Could Not Be Started Because Msoe.dll Could Not Be Loaded

    I suddenly received this error message for OLEXP v6. I searched in the
    newsgroups for recent postings on this problem. I tried several of the
    solutions:

    - reinstall Outlook Express by running Internet Explorer v6 setup: it will
    return error messages after rebooting;
    http://support.microsoft.com/default.aspx?scid=kb;EN-US;171229
    - reinstall Address Book: error messages when rebooting;
    http://support.microsoft.com/default.aspx?scid=kb;EN-US;296512
    - check for .DBX files with wrong property-bit (read only): none (dos command,
    dir /A-R /p /v). None

    I run W98SE and Outlook Express v6.


    Anyone another suggestion to solve this problem ?

    I need to send mail and can't get into OLE, very frustrating!

    The solution resembles the standard reaction of the helpdesk of my ISP ...

    To resolve this behaviour, you must rename the Program Files folder and
    reinstall Windows 98 into the new directory.

    Well, I ran "Repair Internet Explorer" (Add/Remove, IE6) and that generated an
    error about a missing ATL.DLL. I found that file on a backup in C:\Windows,
    copied it and .... VOILA !!, Outlook Express functions again.

    The only trouble now is that in Internet Explorer I cann't send the webpage by
    mail (File-Send-Page).

    Anyone a suggestion for that?
