Why is that some 8X DVD-Rs can only burn at 4X (you know the ones from
Imation and Fry's GQ for example) and some 4X can burn at 8X? No
    manufacturing standards?

Is there a list of good and bad DVD-R blanks on the web?

For quality purposes---only burn DVD at half the speed your burner is
    capable of.
