DVD/CD-ROM drive failure?

    The CDRW drive on my Packard Bell Imedia is ignoring inserted media - the
    drive starts to read the CDs, but after several mins, when I eject, the disk
    tray releases the CD which is still spinning furiously.

    I've checked different CDs and all checks on the device properties indicate
    all is well, so is this a hardware failure?
