My nephew lives in another state, He got a DVD/VCR player for
Christmas. What are the chances he could record TV to DVD if his mom
was not looking for a unit with this feature?

Next to nil. Unless the unit specifically states that it's a DVD
recorder (and it would be in BIG BOLD LETTERS if it was), it doesn't
record. The fact that it's a VCR combo unit only decreases the chance of
    DVD recording capability.
