I bought a dead Dell Dimension PC, easy to fix as only the Power
    Supply was bad.

I have one problem that I have not been able to resolve though. When I
do a cold boot, I immediately get a one line error message saying
"please connect the keyboard or mouse to USB1.. ". I have tried every
USB cabling combination, without success. How/ what do I need to do to
eliminate this error message. The current condition also precludes use
of "Safe Mode", as I do not have use of the keyboard until fully
    powered up.

Any advice would be most appreciated.

Check the BIOS settings to make sure that the keyboard and mouse ports you
are using is being properly addressed.
