Cisco Voice Gateway without Network modules?

    I've got two sites with 2950 switches linked by 100 base fx fibre. I need to link two PBXs at either end via their E1 interfaces. For this circuit emulation project I've only got two vwic-1mft-E1 controller cards, a 2811 router and the choice of a either a 1721 or a 2610 router for the other site. I really need to cut down costs by not buying circuit emulation network modules. How can I configure such gateways?
