Can't generate start records for commands accounting using TACACS+

    I am having difficulty generating start records for commands
    accounting using TACACS+ on a Cisco 2600 running IOS 12.3.

    I configured methods for EXEC and commands accounting to use the
    start-stop mode. I can view start and stop records for EXEC
    accounting, and stop records for commands accounting in both tac_plus
    and Cisco Secure ACS. However, I cannot view commands accounting
    start records on either TACACS+ host.

    Any ideas on why I can't get this to work?

    I also attempted this on a Cisco 7200 running IOS 12.3 and obtained
    the same results. I couldn't find any example of a start record for
    commands accounting in Cisco online documentation either.
