Can you control when drivers are loaded as the PC boots?

One of my PCs running XP Professional is connected to my wireless network
using a USB adaptor. Sometimes when the PC boots it fails to connect. The
solution is to disable and then enable the USB adaptor in device manager.
Is there a way to control at what point the drivers for the USB adaptor
    loads? If I could
experiment with loading them either earlier or later it might solve the
problem. Failing that how can I write a script to automate the
disable/re-enable procedure which could then be run from a shortcut in the
    start-up folder?
    Thanks.
