ASDL Modem Problems

    Anyone got any bright ideas on how I can test my ASDL Broadband modem? I've
    confirmed that my ISP is working properly, but my download speeds on
    Internet Explorer are awful. Outlook Express seems to be working okay. I'm
    wondering whether it's a faulty modem. All's okay for the first 2/3 mins of
    use and then everything goes very slow. I've checked the Control Panel icon
    for tests, but there aren't any.
