Advise on working around these weird characters on XP

    I have a laptop in the shop that is wild! The icons show up normal, but all
    the text is jumbled up with boxes and circles. Using anothe machine as a guide,
    I verified that the regional settings were set to English.
    Here is a hint at what it shows..
    For a folder on the desktop ?^ } ] ^
    It is that way on all text and in safemode. When the machine is booting up, it
    is OK until you get to signon screen. I want to try and install NAV, but can't
    make out the text when an error message appears..
    Is it time to wipe and re-install?
