ACL-Need clarification

    Looking for clarity on the following type of acl. I am familiar with named acl's however I wasn't sure about the destination specified in this example. I'm assuming this rule is allowing specified host to initiate broadcast traffic to any host?

    Example:

    ip access-list extended <name>
    permit ip host <x.x.x.x> host 255.255.255.255
    permit ip host <y.y.y.y> host 255.255.255.128
    permit ip any host 255.255.255.255

    Is this rule allowing the source to initiate broadcast traffic to anyone listening for or requesting this traffic?
