Does anyone know whether someone is maintaining HTTP::Cookies? I'm
pretty sure I've found a bug, and have a tentative fix for it. I
tried emailing the person who is listed as the maintainer (Gisle Aas)
at his ActiveState.com email address, but I never received a
response.

Contact the CPAN folks if enough time has passed.
Not every maintainer is still alive, as are not the maintaining, lol.

Have you tried reporting the problem trough the CPAN Request Tracker?
(rt.cpan.org).

The latest version of HTTP::Cookies is from June 15 and Gisle Aas also
added some correspondance to the RT at this date. So he is very much
alive and maintaining the package.

Excellent. I will try reporting this through CPAN.
