Sending email from a web page?

Hi all,

I was wondering if there is some server out there that could route mail on
behalf of a web page? The reason I ask this is that the ISP hosting my site
does not allow emails (perhaps a spam thing) and I'd like to create a page
where logged on users (of which there won't be more than 15) can enter email
info and send it.

Is this possible?
