Color Changing - How to get the focus highlight (when tabbing to a button)

When you use the tab button on a web form, and you tab to a push
button - notice the small dotted black line that surrounds that button
- or for example, the same dotted black line that encompasses a http
link?

How do you change the color of that via JavaScript?
