Here's my configure command:
/configure --prefix=/c/ruby --disable-pthread --enable-shared
--disable-install-doc optflags='-s -O4' debugflags='' && make && make
test && make install

And here's a few last lines of the output:
Creating library file: libmsvcrt-ruby191.dll.a
objcopy -w -L 'Init_*' msvcrt-ruby191.dll
/miniruby.exe -I./lib -I.ext/common -I./- -r./ext/purelib.rb
/tool/generic_er
b.rb -c -o encdb.h ./template/encdb.h.tmpl ./enc enc
