You need a wireless router for the PC downstairs. If you have a modem with
an Ethernet plug, you can plug it into the router. If it is a USB
connection, get a wireless router with a built in modem.

For the PC and laptop upstairs, you will need wireless adaptors. Probably
USB ones will be easiest to use. It helps to buy all the same make as they
will be more likely to work together.

I personally avoid Belkin for wireless as have lots of problems with Belkin
wireless gear.

Another solution may be avoiding wireless at all - because
it is not easy to install and support.
Instead, some friends of mine use powerline network adapters.
Powerline adapters connect to the usual ethernet card built
in most modern computers. They cost more than el cheapo
wireless but being hassle free is worth the money.
My friends are happy and not going to change to wireless.
