Robo FTP in a Web App

I am new to working with web applications and may be going at this the
wrong way, but I would appreciate either some help or feedback.

I have a Web Application which needs to update files from a ftp site
and also send files. The files must be encrypted with PGP so I am
using Robo FTP for this process. I have automated the download and
update process on a weekly basis using a Windows vb.Net app and
scheduler. I would like to be able to encrypted and send data on
demand by the user.

Is there a way I can get Robo FTP, which uses Active X, to work in a
Web App? I do have Robo FTP installed on my web server with the
security keys.
