Encrypting custom config sections

I am trying to run the "aspnet_regiis -pe" against a custom configuration
section which uses a custom section handler. I consistently receive a "Could
not load file or assembly" error for the assembly that contains the dll. The
application retrieves the information from the section fine, I am just unable
to encrypt the section. Are there any extra steps to encyrpt custom sections
that use custom section handlers?
