Newbie Security Question

Hi,
My first attempt at writing a web service.
Attempting to create the default Hello world project.
I get a 403 error.
Win2k Server. I have admin rights and IDE is on same box.
I have gone into IIS manager but can't see anything that is wrong to my
untrained eye.
Could you please advise where to look.
Also is there any good book on IIS security and web site administration?
(0 to web master in 4.6 seconds?)
I want to set the site up so that it is secure once I have built the web
Service.
