Nextel app.'s?

I'm new to mobile development, question: I have a client with a Java App on a
Nextel phone that stores some data locally then sends when the user gets a
connection. He developed it in Java.
Is there any .NET tools I can use to do the same app? I'm a ASP.NET/VB.NET
developer.
Ideas?
The app communicates back (web service) to a web server that has Sql Server
2k.
