"The upgarde patch cannot be installed" error while installing Visual studio 2003

We need Visual studio 2003 as a Prerequisite to run a software.While installing the Visual studio 2003-sp1(VS7.0sp1-KB837234-X86.exe) on windows 2003,I got the error as follows

"The Upgrade patch cannot be installed by the windows installer service because the program to be upgraded may be missing,or the upgrade patch may update a different version of the program..."

I surfed around the net,but cannot able to get the apt solution.System in need seems to be pretty much outdated.But i need this to get done.Someone pls help me out,to sort this issue.
