Try to open your task manager with ctrl+alt+del...

If it does, and it should if your wallpaper is up, use the
drop-down from "File" on the menu bar, click "New Task (Run...)";
insert " explorer " without the quotation marks; and Click OK.

You may have to run a repair on your MBR.
