Publically-Available HotSpots?

This is from one who knows next to nothing about WiFi or
networking.

Seems like there are widely-accepted reasons why one should
implement security on one's home wireless router.

One reason I've heard is that somebody can drop a bunch of spam
into it and get the owner's account cancelled by the ISP.

Another seems tb a toehold for getting into inadequately-secured
PCs on the network.

Having said all that, I note that McDonalds' and seemingly every
coffee shop and restaurant have WiFi available to their customers
with no login screen.... just connect and use it.

How do they deal with the downside exposures?

Is there some turnkey application that a clueless noob could
implement in order to allow strangers to share their WiFi without
compromising security/ISP privileges?
