PHP doesn’t generate good random numbers
<http://www.h-online.com/open/news/item/PHP-blunders-with-random-numbers-967525.html>.

But why are they bothering with their own homebrew algorithm, when there are
so many good ones around? Use /dev/random and /dev/urandom if available, for
goshsakes. And on other systems, why not use, say, the Mersenne Twister
algorithm that Python has implemented? That seems to be good enough for non-
cryptographic uses.
