Yes it is but if you have to ask you probably shouldn't be doing it if
you are going to make the server visible on the internet.l

As in setting up a user/group , adding the user to the group.

Create the virtual directory, set permissions for group to the type os
access you need.

Add virtual directory to IIS.

Change directory security for the virtual directory properties. You want
to remove anonymous, most likely not basic either (depends on your
requirements) , If you setup a XP local user/group then you need to keep
windows authentication (Works with IE). See the 'Help' for
Authentication Methods.

Lots of online resources should have step by step, pretty pictures.

However I have never done that with IIS5.x/XP, always on full server
products. With an adversion to IIS, I have always used a 3rd party ftp
server with it's own accounts, so Windows accounts are never used.
