Two things here (again)

Left WinKey+R, will open the Run command <type in>
devmgmt.msc
<enter>
see if there is a yellow/red circle next to the drives, click the +
to see if the drives are enabled.

also

Will show what your looking for if he above doesn't answer your
question.

You don't just lose two drives (ok you might, but it's very rare),
Your cable might of become loose from the mother board, or I find
using ForceAspi, a catch all for problem CD's

I run Everest mentioned above to output a list of everything, runs
about 260K, but if I have a problem I can search the two files or use
a text editor's compare function on the two files to see if anything
changed.

Missed this, you should have a recovery partition (hidden from you).
Boot up with the Recovery disk #1 - I only have one option shown, to
hit R to use the recovery option to restore the OS (a repair
installation), but if I hit F11 (a hidden option), I have two options:
to repair from the recovery partition or (destruction mode) formats
the HD and reinstalls the OS to what it was when you first got the
machine, you losing everything (you saved or installed). both options
only use the recovery partition, not the CD's

There should be a manual or be mentioned somewhere. Or use google.

Long story short, I'm a day or two from testing out that recovery
partition myself as the 4.5 year old recovery CD's errored out on the
last one.

But I don't think that will bring back your CD drives,
but duh you couldn't use the recovery CD anyhow, you would need to
access the hidden partition to run the setup command.

I uninstalled Belarc, and 'searched' for anything left to delete.
I know that the drives have a yellow exclamation mark, and that they
cannot be
found even though the drivers are installed.

I'll try some of the above given suggestions soon, and I will report
back,
especially if I have some good news (solution/s)
