Default blocked ports

Is there a way to tell whether a port is blocked/stealthed by the PC or
by the router?
I have no sw firewall, Windows firewall is disabled, and antivirus is
disabled. Still, PortDetective shows
Port 80 blocked or stealthed
Port 2190 in use
Port 8080 blocked
