Nope.

For the MCSE/Windows2000 you're missing 70-216 (a core requirement) which is
a retired exam.
You're also missing a Design Elective, of which only 70-297 and 70-298 are
left remaining as available.
The good news, though -- you're only one elective away from an
MCSA/Windows2000 and the 70-284 can be used to meet that requirement.
And the MCSA/Windows2000 can be used to meet the Elective requirement for
the MCSE/Windows2003
Of course, the 70-284 also provides that directly, so the MCSA/Windows2000
is just a bonus at that point.
