Provider of EDA tool licensing and MPW services in Singapore

Dear friends,

I am an engineer. I would like to know whether there are some
Singapore-government-sponsoring organization for licensing EDA tools
(e.g. a week) for IC design for Singapore companies.

Is there MPW (Multi-Project Wafer) services for some custom IC
prototyping? ANy sponsor in MPW by Singapore government?
