OSPF Question

So......I have setup two paths back to corporate from a remote location, and now I have asynchronous routing. How can I control OSPF to make the MPLS link more desirable then the IPSec tunnel over the Internet? I have attached a bitmap of my network.

From the 10.161.0.0 net, the path changes back to corporate due to the Fortinet firewall injecting a route to 10.80.199.0. However on the 10.80.0.0 side the path never changes. Why is the IPSec tunnel more desirable, the hops are less and there is more BW over the MPLS network?

Thanks,
Steve
